(1) Vendor needs to provide strategic planning and organizational capacity building services to the government authority located in Ohio.– Creating an annual engagement strategy to increase awareness of the commission’s work and interaction with immigrant and refugee communities.– Reviewing and recommending improvements to City policies related to immigration and refugee matters.– Provide project management to ensure contracted activities and deliverables are completed on schedule.– Develop a comprehensive strategic plan and first year implementation road map in close coordination with the commission and city staff.– Support the development of community engagement and policy advocacy approaches that reflect the commission’s priorities, strengthen communication with immigrant and refugee communities, and establish practical ways to convey community perspectives and recommendations to city policymakers.– Monitor progress, provide regular status updates to the city’s designated project manager.– Independent research shall be limited to targeted information gathering necessary to support strategic planning and priority setting.– Identify opportunities for municipal policy development and recommend approaches to state and federal advocacy, where appropriate, to the commission’s priorities and role.– Develop a sustainable framework for an annual engagement event that promotes cross–cultural learning, civic participation, and connection between the commission and immigrant and refugee communities.– Identify recommended event objectives, format, potential partners, planning timeline, commissioner and staff responsibilities, and anticipated resource needs.– Develop a first–year implementation roadmap identifying priority actions, timelines, responsible parties, and practical measures of progress.(2) All questions must be submitted no later than November 3,2026.
