(1) Vendor needs to provide city attorney legal services to the government authority located in Willcox, AZ. – To provide general municipal legal services (City Attorney) on an as–needed basis. – The City has operated without a full–time, in–house City Attorney for approximately eight years and intends to continue utilizing a flexible legal services model that provides the City with experienced municipal counsel while controlling legal expenses.– Attorney or law firm will serve as the City Attorney and provide general legal counsel to the City Manager, City Council, and City departments.• Drafting and reviewing ordinances, resolutions, contracts, agreements, policies, and other municipal documents.• Providing legal opinions and general municipal law advice to the City Manager and City Council.• Reviewing proposed City actions for compliance with applicable federal, state, and local laws.• Providing guidance regarding Arizona Open Meeting Law, Public Records Law, procurement, contracts, elections, conflicts of interest, and other municipal governance matters.• Assisting with legal matters involving Public Works, Finance, Utilities, Development Services, Planning and Zoning, and general City administration.• Providing legal review and guidance regarding real property, rights–of–way, easements, development agreements, intergovernmental agreements, utility matters, and municipal contracts.• Assisting with enforcement actions, code matters, claims, disputes, and other legal issues as requested by the City Manager.• Coordinating with outside or specialized legal counsel when appropriate.• Representing the City in negotiations or other proceedings when specifically requested.• Provide online prosecution services for code enforcement issues(2) The contract period will be three years.
