(1) Vendor needs to provide AI–powered engineering specification assistant services.– Solution is a browser–based chatbot that can accurately respond to questions from both internal staff and external users regarding agency technical specification manuals– Services and technology that incorporate, rely upon, or interact with AI, including GenAI and Agentic AI– Responsible for all components required to deliver a production–ready system, including project management, the AI/ML pipeline including process for updating or adding documents, chat interface, admin portal or equivalent, user feedback collection, access controls, testing, training, and ongoing support.– Solution must provide a browser–based chat interface.– Solution must:– Provide a high–accuracy, citation–based interface for querying agency technical engineering specification manuals.– Serve both internal staff and external users.– Be a browser–based user interface embedded on the City’s website.– Be maintainable by City staff as manuals are updated, typically on an annual basis, with appropriate access controls.– Be scalable to accommodate additional manual types and city code searches over time.– Include a complete project management plan and team that coordinates a successful go–live.– Include a training plan for agency administrative roles and a public–facing training resource.(2) A non–mandatory pre–proposal conference will be held on September 28, 2026.(3) All questions must be submitted no later than September 29, 2026.
