Description
Specifications include, but are not limited to: It is the intent of this specification to obtain an annual price agreement for the schedule and unscheduled maintenance and repair of the Mt San Antonio College flight training aircraft located at Brackett Airport (KPOC), 1615 McKinley Avenue, LA Verne, CA 91750. Specifications include, but are not limited to: 1) Vendor shall have a regular workplace of business located within twenty-five (25) nautical miles of Brackett Airport (KPOC). The Contractor shall demonstrate adequate facilities, equipment, and personnel to perform avionics, airframe, engine maintenance and/or repairs of the college's flight training aircraft. The Vendor shall demonstrate adequate facilities, equipment, and personnel to perform troubleshooting, maintenance and repairs. Vendor s regular place of business shall be available for inspection by Mt San Antonio College representative and access granted to flight school personnel while Mt SAC aircraft are being maintained or Mt SAC parts or equipment are on-site.; 2) Vendor shall be mobile and licensed and approved to perform maintenance at Brackett Airport in the event aircraft cannot be flown or taxied to regular place of business. Vendor shall respond to maintenance request in a timely manner as if aircraft were delivered to maintenance facility. Vendor will provide own tools, and transportation that is necessary to provide maintenance outside of their facility. 3) Vendor shall provide all labor, personnel, equipment, supplies, materials, tools, transportation, licenses, and/or permits, and insurance necessary to maintain aircraft owned and operated by the Mt San Antonio College Flight Training Association. The term “maintain” shall include service, repair, replace, troubleshoot and provide new items, for the aircraft airframe and engine. The Vendor shall have a valid Federal Aviation Administration (FAA) approved repair station, as prescribed in Part 145 of the Federal Aviation Regulations. The service center agreement or repair station certificate shall be for the address listed on the bid form. A copy shall be submitted with the bid. Failure to do so shall render the bid non-compliant. All certificates, licenses, and permits shall be current and in effect at the time of bid, throughout the term of this agreement, and readily available for inspection by the college. Failure to comply with terms of this paragraph shall render the bid non-responsive.; 4) Vendor shall only use FAA certified Airframe/Powerplant mechanics. Mechanics shall have a minimum of three (3) years experience maintaining make of aircraft owned by the college: Cessna, Piper and American Champion aircraft. If an apprentice is working on a college owned aircraft they must be under the direct supervision of a FAA certified Airframe/Powerplant mechanic or a FAA certified Inspection Authorization (IA). The college has determined that a minimum of two (2) mechanics, if available, shall be required to maintain Mt SAC aircraft. Vendor shall employ at least one FAA certified Inspection Authorization (IA) mechanic to perform maintenance and/or repairs and shall submit a current copy of the IA certificate at the time of bid. Failure to provide IA certificate(s) shall render the bid noncompliant. Work experience shall be subject to verification by Mt SAC.; 5) Within thirty (30) days of the notification of award of agreement, Vendor shall submit to Mt SAC, the names, work experience, schools/courses attended, copies of certificates, and ratings held of all personnel that shall perform maintenance on the college's aircraft. This information shall be used to determine compliance with contractual requirements throughout the term of this agreement. Vendor who desire to change mechanic(s) shall ensure compliance with all applicable requirements of the agreement and immediately notify Mt SAC in writing. The proposed new mechanic(s) must meet all experience requirements of the agreement.
