(1) Vendor needs to provide international lead consultant services.• Identify key knowledge gaps needed for developing the country package and lead the procurement and oversight of consultants to conduct assessments and analyses as needed.• Take part in meetings with stakeholders and potential partners to elaborate the required documentation for the country package process. • Identify the financial needs to implement or close the funding gap for the implementation of the policy, strategies, and measures identified for the Country Package.• Identify the financial mechanisms for the provision of financial resources in order to implement the measures detailed in the country package.• Assess potential tools and support mechanisms (e.g., carbon crediting, blended finance, grants, technical assistance).• Propose a monitoring and evaluation framework and a social and environmental safeguards framework for the Country Package.(2) All questions must be submitted no later than July 5, 2026.
