(1) Vendor needs to provide transportation planning study services to the government authority located in Laredo, TX.– Transportation policy development, research, community engagement and consultation, datacollection, data analysis, as well as effective strategic planning and information presentation, to deliver aclear and comprehensive transportation planning study.– Study will develop a plan of conceptual improvement recommendations and strategies that not only consider highway safety and mobility but also emphasize improvements for active transportation and transit e.g. Hubs.– Developing a transportation planning study to consist of assessing current and future multimodal mobility needs.– Identify multimodal improvements to help relieve congestion, promote safety, address transportation system needs and deficiencies while enhancing connectivity of the transportation network.– Study will include a robust community and stakeholder engagement process, needs assessment, recommended roadway network and multimodal improvements, and an implementation strategy.– Gather traffic data collection and analysis to interpret future growth patterns and volumes, utilizingavailable and existing data sources.– Multimodal planning needs to be included such as various transportation modes.– Study will include an analysis of current and projected traffic volumes, utilizing available and existing data sources, existing and future land use, crash hotspots, environmental features and needs andconcerns identified by key stakeholders and the public.(2) All questions must be submitted no later than September 8,2026.
