(1) Vendor needs to provide municipal advisory services to the government authority located in Denver, CO.• Developing requests for Proposals and qualifications for underwriters, bond and disclosure counsel, credit enhancement facilities and investment products• Identifying and analyzing financing solutions and alternatives for funding the district’s capital improvement program, including the development of Board policies intended to mirror best practices• Assisting in developing and maintaining plan(s) of finance and related transaction timeline• Coordinating internal/external accountants, feasibility consultants and escrow agents• Assisting with the selection of underwriters, underwriter compensation issues, syndicate structure and bond allocations• Assisting with negotiated sales, including advice regarding retail order periods and institutional marketing, analysis of comparable bonds and secondary market data• Preparing preliminary cash flows which might include preliminary refunding analysis;• Analyzing whether to use open markets and agency securities for purposes of investment of bond proceeds;• Managing the escrow bids or reviewing applications for structuring advance refunding escrow;• Assisting in procuring printers, verification agents, etc.;• Potentially preparing, updating and ultimately verifying cash flow calculations;• Planning and coordinating bond closings;• Preparing any required post–sale reports of bond sales; and(2) All questions must be submitted no later than August 5th, 2026.
