(1) Vendor needs to provide financial advisory services to the government authority located in Arizona.• Provide financial advisory services to the county on an as–needed basis in connection with debt issuances, debt management, capital financing, and related financial advisory services.• Consult with county officials, bond counsel, disclosure counsel, underwriters, trustees, paying agents, rating agencies, and other financing professionals, as appropriate, to develop financing strategies that provide the most advantageous financing structure for the county while supporting its long–term financial objectives.• Comprehensive review and analysis of the county's financial resources, existing debt obligations, cash flows, legal authority, credit profile, and other relevant financial information necessary to evaluate financing alternatives.• Develop and evaluate financing alternatives designed to achieve the county's objectives while minimizing borrowing costs and overall financing risks.• Provide recommendations regarding debt affordability, debt capacity, long–term financing strategies, and capital funding alternatives.• Monitor municipal market conditions, interest rate trends, investor demand, and other market factors and advise the county regarding the optimal timing of debt issuances.• All financial advisory services associated with the issuance and closing of debt obligations.• Provide detailed analyses of alternative financing scenarios, including debt structure, amortization schedules, repayment structures, call provisions, maturity schedules, debt service profiles, and other financing considerations to assist the County in selecting the financing option• Facilitate the marketing and sale of debt obligations, analyze existing and proposed debt structures, monitor outstanding debt, and prepare financial analyses and recommendations within the timeframes established by the county.(2) All questions must be submitted no later than September 15, 2026.
