Description
1. The ASEAN Centre for Energy has received financing from the World Bank toward the cost of the Clean Energy and Power Trade Development in Southeast Asia Project of the Multi-Phase Programmatic Approach Accelerating Sustainable Energy Transition/MPA ASET (P181555) and intends to apply part of the proceeds for Consulting Firm to Develop a Regional Baseline on Gender Equality and Equity in the ASEAN Energy Sector. 2. The consulting services (“the Services”) include a Team of experts for conducting the consulting service for the Development of a Regional Baseline on Gender Equality and Equity in the ASEAN Energy Sector. The objective of this service is to develop a foundational regional baseline and analytical framework on gender equality and equity in the energy sector across ASEAN, with a focus on energy ministries and power utilities. Specifically, the assignment seeks to map, identify gaps, good practices, and practical entry points for strengthening considerations of gender equality and equity within the ASEAN’s regional policy and ecosystem and to develop gender energy framework/institutional baseline assessment 3. The ASEAN Centre for Energy now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and experience to perform the Services. The shortlisting criteria are: The firm shall demonstrate proven records of demonstrate strong technical and institutional capacity to carry out the assignment, with proven experience in assignments of similar nature, scope and complexity as stipulated in the TOR, and must have successfully completed at least 1 similar assignment in ASEAN Member State within the last 5 years. The firm is expected to mobilize a multidisciplinary team with the appropriate qualifications and experience to carry out the assignment effectively. The proposed key experts shall, at a minimum, include the: Team Leader/Project Manager, Gender Equality and Social Inclusion Expert, Energy Policy and Institutional Expert and Data/Research Analyst. Key Experts will not be evaluated at the shortlisting stage . The works are expected to be fully remote except for in-person facilitation during the workshop arrangements as indicated in the TOR. 4. The approximate duration of the contract will be 7 (seven) months from the date of the contract signing, estimated August 2026. This timeline is an estimate and may be subject to adjustment. 5. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016, revised in sixth edition dated February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. 7. Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. 8. The institution/consulting firm will be selected in accordance with the Consultant Qualification Selection (CQS) method set out in the Procurement Regulations under Investment Project Financing (IPF) dated July 1, 2016, revised February 2025 (6th Edition). 9.
