(1) Vendor needs to provide zoning code, zoning map upgrade and digitization solution. – Convert existing zoning maps into a modern, GIS–based interactive map, allowing parcel–level lookup of addresses, parcels, zoning districts, and engagement with various layers. Ensure the interactive map allows users to click on a parcel to view zoning, permitted uses, and regulations.– Convert static text to a modernized, web–friendly digital format to improve use and understanding. (e.g., HTML, Municode, or similar).– Execute an implementation, training, and onboarding plan that launches solutions with minimal disruption.– The solution should support seamless integration of the following types:• GIS systems• Permitting or land management systems (current or future)• Open data platforms• API access (preferred)– The selected bidder will deliver a system that:• Digitizes and publishes the full zoning ordinance into structured, user–friendly, web–based, and searchable data• Converts the zoning map into an interactive parcel–based map• Links zoning regulations directly to mapped parcels• Automates zoning interpretation where possible• Supports ongoing code updates and map amendments• Improve customer self–service– The vendor shall conduct a project kickoff and discovery process with agency staff; review the existing zoning ordinance, zoning maps, parcel data, GIS layers, amendments, overlays, and related regulatory information; identify data gaps or inconsistencies requiring resolution; establish data requirements and responsibilities; and provide a detailed implementation schedule.– Zoning Code Digitization: The vendor shall convert the adopted zoning ordinance into a structured, searchable digital format and associate applicable regulations with zoning districts and parcels.– Zoning Map Modernization: The vendor shall configure and implement an interactive zoning map using GIS and parcel data provided or approved by agency.– Platform Configuration and Implementation: The vendor shall configure a public–facing and administrative platform that allows users to search by address, parcel, zoning district, or other relevant criteria and retrieve property–specific zoning information.– Data Validation and Quality Assurance: The vendor shall work with agency to validate digitized regulations, parcel–to–zoning relationships, zoning boundaries, and system outputs prior to launch.– Training, Deployment, and Support: The vendor shall provide administrator and staff training, system documentation, production deployment, go–live support, and ongoing technical support and maintenance.(2) All the questions must be submitted no later than November 2, 2026.
