(1) Vendor needs to provide global documentation services for accountability initiative to the government authority located in Washington, DC.– This global program will support the documentation of human rights violations and abuses and transform this information into credible, actionable, policy–relevant data that can support allied sanctions, visa restrictions, law enforcement, annual Human Rights Reports, diplomatic engagement, and other accountability measures. – Facilitate collaboration and learning across organizations, enabling the sharing of methodologies, tools, and lessons learned across countries and thematic areas. – Conduct field–based and open–source documentation of human rights violations and abuses as well as evasion of human rights–based sanctions – Establish and improve existing secure data storage and management systems, including encryption and access controls, to create a structured, searchable, and secure global documentation repository that aggregates non–classified data on human rights violations and abuses, human rights–impacting illicit financial flows, and human rights–impacting malign networks.
