(1) Vendor needs to provide workforce development system.• System performance and accessibility: evaluate service access, participant outcomes, equity, and operational practices associated with stronger performance.• Demand–driven training alignment: assess alignment among training investments, in–demand occupations, sector priorities, employer needs, and participant outcomes.• Education and labor–market pipeline health: assess talent–pipeline strengths and gaps, youth outcomes, and education–to–employment transitions.• System responsiveness to economic shifts: evaluate responses to labor–market changes, remote work, resilience industries, and economic shocks.• Governance, integration, and accountability: assess partner roles, planning, funding alignment, referrals, data sharing, service gaps, and accountability. (2) The contract period will be for one year.
