(1) Vendor needs to provide converged eligibility, enrolment system and appeals management system.– The Converged (Eligibility and Enrolment) E&E System must provide a centralized platform for managing all benefit recovery cases, including assigning cases to the appropriate personnel, tracking the status of each case, and maintaining a complete audit trail.– The Converged E&E System must allow for the creation of additional business partner roles.– The Converged E&E System must use open interfaces, previously developed APIs, and established web services to the fullest extent possible to facilitate integration, interfaces, and data exchange.– The Converged E&E System must generate notifications when enrolment requirements, such as minimum standards and deadlines, are not met and send such notifications to the noticing engine.– The Converged E&E System must follow rules for setting coverage dates based on Department, State, and federal policies.– The Converged E&E System must automatically determine correct coverage effective dates.– The Converged E&E System must provide an Issuer management engine that enables administrative users to search, review, certify, or disallow Issuers in the Issuer Portal.– The Converged E&E System must include a disallowance process for administrative users and other designated users.– The Converged E&E System must allow authorized users to disenroll Issuers.(2) All the questions must be submitted no later than December 21, 2026.
