(1) Vendor needs to provide water conservation services to the government authority located in Sioux Falls, SD.• Conservation measures, including to current city ordinances, and identify practical, data–driven opportunities to reduce both peak and overall water demand while maintaining system reliability, equity, and financial sustainability.• Seasonal watering schedules• Tiered (increasing block) water rate structures• Assess the effectiveness of existing conservation programs, policies, and ordinances.• Benchmark conservation practices, compliance strategies, and incentives versus enforcement tools from comparable like–climate municipalities, with emphasis on communities in water–scarce regions.• Evaluate conservation opportunities among large water users and across customer classes.• Develop practical, implementable conservation strategies that balance cost, effectiveness, and equity.(2) All questions must be submitted no later than July 27, 2026.
