Loan No./Credit No./ Grant No: P504693 Assignment Title: Establishment of a Prequalified Individual Technical Assistance Consultant Pool under the Technical Assistance Coordination and Resource Alignment (TACRA) Framework Reference No: NG-HOPE-PHC - 559057-CS-INDV. The Federal Ministry of Health and Social Welfare (FMOH&SW) is implementing an ambitious health sector transformation agenda through the Nigeria Health Sector Renewal Investment Initiative (NHSRII) and the adoption of a Sector-Wide Approach (SWAp) to improve coordination, efficiency, accountability, and health outcomes across the country. The NHSRII serves as the Government of Nigeria’s flagship reform platform for strengthening primary healthcare, improving maternal, newborn, child, adolescent and elderly health outcomes, expanding financial protection, strengthening governance and accountability systems, and accelerating progress toward Universal Health Coverage (UHC). The reform agenda is supported by multiple government institutions, development partners, donors, and implementing entities operating across federal, state, and local government levels. The Government has received financing from the World Bank and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include: Establish a pool of qualified individual consultants with demonstrated expertise in priority health sector reform areas. Provide a flexible mechanism for rapid mobilization of technical assistance. Strengthen implementation of NHSRII priorities and Annual Operational Plans (AOPs). Support delivery of health sector reform milestones and HOPE PHC Disbursement Linked Indicators (DLIs). Enhance institutional capacity across federal, state, and local government institutions. Improve alignment, coordination , quality, and accountability of technical assistance delivered under the SWAp framework. Strengthening sustainability of reforms through knowledge transfer and institutional strengthening. The detailed Terms of Reference (TOR) for the assignment can be found at the following website:https://www.swap.gov.ng/jobsandpostings The Federal Ministry of Health and Social Welfare- Nigeria healthcare Sector-wide Approach (SWAp Coordination office now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: Minimum Qualification Requirements The individual consultant should possess the following qualifications and expertise: Minimum of a master’s degree in a relevant discipline (PhD or equivalent professional qualifications will be an added advantage). Minimum of three (3) years of relevant professional experience. Demonstrated experience in at least one priority thematic area. Experience working with government institutions. Experience supporting donor-funded programs or health sector reforms. Strong analytical and communication skills. Ability to work effectively in multidisciplinary teams. Experience working at federal and subnational levels. 1.2 Selection and Evaluation Criteria Educational Qualifications Relevant Professional Experience Technical Expertise in Priority Areas Experience Supporting Government Reforms. References and Past Performance. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest. The Consultants will be selected in accordance with the Individual Consultant Selection method (IC) set out in the Procurement Regulations. Applicable Procurement Regulations The establishment and management of the Technical Assistance Provider Pool shall be conducted in accordance with the World Bank Procurement Regulations for IPF Borrowers, the Financing Agreement for HOPE PHC, and applicable Government of Nigeria procurement requirements.
