(1) Vendor needs to provide transit–oriented development funding and financing strategy and toolkit services to the government authority located in Maryland.– Develop a stakeholder engagement plan identifying key representatives from state agencies, local governments, transit agencies, developers, housing organizations, financing entities, and other potential implementation partners.– Develop a comprehensive inventory of TOD–relevant funding and financing tools available within state while identifying promising funding and financing approaches employed elsewhere that may warrant consideration for future application– Functional Use & Structural Barriers Analysis: Analyze functional uses of each tool and identify structural barriers that may limit use and effectiveness and clarify why tools succeed or fail in different conditions.– Regional Stakeholder Interviews: Conduct stakeholder interviews early in the project to better understand how existing funding and financing tools are currently being used, identify barriers to implementation, document unmet financing needs, and inform subsequent technical analyses, case study selection, and recommendations.– Station Typology & Market Applicability Assessment(2) All questions must be submitted no later than September 15, 2026.
