(1) Vendor needs to provide cloud–based integrated enterprise resource planning (ERP) software.– Provide a modern, unified, cloud–based Enterprise Resource Planning (ERP) software solution covering financial management, budgeting and planning, procurement, human capital management (HCM), payroll, and talent management.– Accounts payable, accounts receivable, fixed assets, and general billing.– Cash management and bank reconciliation, including pooled cash and investment reporting.– Supplier registration and management, including insurance certificate tracking and federal exclusion list screening.– Electronic signature for contracts and offers, with completion certificate and audit trail.– Single worker record with position control and organization management, including independently elected offices maintained as distinct units with their own security and approval authority.– Mobile access for employee and manager self–service functions.– Data conversion tooling supporting migration of county records from incumbent systems, togetherwith records retention and disposition scheduling.– Configurable workflow and approval routing, including delegation of approval authority and anaudit–logged approval history.(2) All questions must be submitted no later than August 7, 2026.(3) The contract period will be for five years.
