(1) Vendor needs to provide shuttle and trolley feasibility study services to the government authority located in Cannon Beach, OR.– Shuttle and trolley feasibility study will provide the city council and staff with a clear understanding of the potential benefits, limitations, costs, and implementation requirements associated with a shuttle and trolley service.– Study should balance the needs of residents, employees, businesses, and visitors.– Review existing transportation, parking, circulation, pedestrian, bicycle, and transit conditions.– Estimate potential demand for a shuttle and trolley using available data, comparable communities, stakeholder input, professional judgment, and reasonable assumptions.– Analysis should focus on concepts that could realistically operate within the city's street network, seasonal conditions, and available resources.– Evaluate one–way loops, two–way routes, circulator concepts, or other appropriate configurations.– Estimate travel times, cycle times, service frequency, and approximate vehicle requirements.– Identify route constraints such as narrow streets, turning movements, grades, pedestrian activity, parking, and emergency access.– Evaluate vehicle types that could reasonably serve the proposed service.– Operations and management models.– Prepare a high–level financial analysis sufficient for the city to understand the likely cost of implementing and operating the service.– Conduct focused stakeholder engagement sufficient to test the feasibility of the proposed concepts and identify concerns or opportunities.– Develop a practical implementation strategy that emphasizes testing the service before committing to a permanent program.(2) All questions must be submitted no later than September 18,2026.
