(1) Vendor needs to provide professional Electronic Benefit Transfer (EBT) transaction processing services to the government authority located in Dover, DE. • Provide managing all electronic benefit transactions, ensuring real–time authorization of purchases, and supporting benefit delivery, updates, and account management for participants.• Integrate with authorized retailers, certify POS systems, and maintain accurate retailer files and product lists.• Responsible for EBT card production and some distribution, system security, data encryption, and full compliance with federal confidentiality and technology requirements.• Includes providing detailed reporting, settlement, and reconciliation data, along with customer service support for retailers, participants, and state staff.• Project management, system testing, training, and ongoing operational support to ensure reliable, secure, and efficient EBT services.• Interfacing with WEB the state’s Management Information System (MIS).• Account set–up and maintenance.• Benefit maintenance.• EBT card issuance and maintenance.• PIN issuance and maintenance.• POS deployment and maintenance for exempt authorized vendors.• Transaction processing.• Transaction settlement and reconciliation.(2) All the questions must be submitted no later than November 10, 2026.
