(1) Vendor needs to provide emergency shelter services to the government authority located in Honolulu, HI.– Program design for effective practices:– Short–term emergency shelter for exploited minors, twenty–four (24) hours a day, seven (7) days a week.– Qualified and certified staff to provide: 1) basic medical services (to include basic first aid and assistance with medication management), and daily living activities; 2) provide basic living supplies, clothing, and food; and 3) basic health education to develop skills and knowledge, to promote healthy sexuality to address protective behaviours, aimed at reducing or avoiding sexual risks to positively affect exploitation and re–victimization.– Legal guidance and advocacy to support any court involvement.– Crisis intervention that prioritizes immediate safety, stabilization, and trauma–informed care addressing the specific needs of exploited minors through specialized care that recognizes the impact of exploitation.– Physical and emotional support by prioritizing immediate safety and physical health stabilization to secure immediate housing, basic needs, and navigate complex psychological approaches to manage emotional distress, aid in recovery, and foster healing and self–expression.(2) All the questions must be submitted no later than September 22, 2026.(3) Pre–bid meeting will be held on September 17, 2026.
