(1) Vendor needs to provide training management system.– Provide a modern enterprise training management system (TMS) that includes comprehensive learning management system (LMS) capabilities and supports the administration, tracking, qualification, certification, compliance, reporting, and management of employee training and workforce readiness for Law Enforcement and Corrections operations.– Provide a configurable, secure, scalable Training Management System (TMS) / Learning Management System (LMS) solution and the professional services necessary to assess current processes, configure the solution, migrate historical records, establish compliance and reporting capabilities, integrate with applicable County and external systems, train users, support testing, and transition the solution into operational use– Centralized solution capable of supporting Law Enforcement and Corrections training operations while providing a foundation that can adapt to future legislative, regulatory, accreditation, and organizational requirements– Support integration with Microsoft Entra ID, Active Directory, SAML/MFA, and applicable County identity services.– Support applicable HR/personnel systems, ACADIS, RMS, CAD, scheduling systems, Power BI, and Oracle HCM as applicable.– Provide an extensible integration architecture for future enterprise systems.– Inventory existing training records and data sources.– Develop and execute a migration and conversion strategy– Provide responsive web access and mobile/tablet capabilities(2) All questions must be submitted no later than September 25, 2026.(4) The contract period will be for five years.
