(1) Vendor needs to provide polyfluoroalkyl substances disposal alternatives analysis services to the government authority located in Richmond, VA.• Identifying and assessing the capacity of disposal and destruction alternatives statewide for landfills, monofills, incineration, and other available and innovative destruction technologies.• Determining environmental impacts for each disposal alternative, individually and cumulatively.• Estimating costs impacts at different levels, including to the state, to localities or utilities, and to households.• Estimating the costs or value of the loss of land application (of biosolids) benefits to farmers, including quantifying, if possible, monetary loss of production.• Periodic progress reporting and meetings to track progress of the analysis, as well as submission of deliverables.• Producing a final written report providing the results of the analysis, and submission of the final report.(2) A pre–bid conference will be held on September 29, 2026.(3) A contract period will be for one year.
