Country: Republic of Mozambique Name of Project: Transport Corridors for Economic Resilience (TRACER SOP2) Grant number: IDA-E4810 Job title: Senior Economist Reference Number: MZ-MTL-564463-CS-INDV The Government of Mozambique, represented by the Ministry of Transport and Logistics (MTL), has received funding from the World Bank for the Transport Corridors for Economic Resilience (TRACER SOP2) project and intends to apply part of the resources to consulting services. The consulting services ("the Services") involve provision of high-level economic and financial advisory services to the PMU and the Ministry of Transport and Logistics. The core objective of the assignment is to strengthen the Government's capacity to assess, negotiate, and manage the economic performance of transport and logistics corridor concessions in a manner that maximises sovereign value capture, ensures macro-fiscal sustainability, and aligns with international standards of regulatory best practice. The Senior Economist will engage the National Institute of Statistics (INE) to prepare the future transport and logistic satellite account to capture regularly the contribution of the sector in the gross domestic product (GDP). There will be a probationary period of 3 months from the date of signing the contract. The contract will be renewed upon satisfactory performance. The SE will report directly to the Project Coordinator. The detailed Terms of Reference (ToR) for the assignment can be obtained from the address provided below. The Ministry of Transport and Logistics (MTL) now invites qualified individuals ("Consultants") to express their interest in providing the Services. Expressions of interest must include the following: (i) a CV detailing qualifications, work experience and achievements in comparable work and (ii) a cover letter, specifically addressing how the applicant fulfills each of the mandatory selection criteria listed below. The criteria for selecting the consultant are: a) A Master's degree or higher in Economics, Finance, Business Administration, International Banking, or a related discipline from a recognised university. b) A minimum of 15 years of progressive professional experience in economics, finance, investment banking, or financial advisory roles, with demonstrated exposure to capital markets, regulatory environments, and financial governance at a senior level. c) Demonstrated expertise in macroeconomic and financial modelling, with ability to develop quantitative analyses of corridor economics, concession financial structures, and fiscal risk. d) Strong understanding of regulatory frameworks governing infrastructure concessions and public-private partnerships, as well as familiarity with prudential and fiscal governance frameworks applicable to government-held infrastructure assets. e) Familiarity with World Bank operational procedures, including guidelines applicable to advisory and analytical assignments under Investment Project Financing. f) Knowledge of the economic and institutional context of Mozambique, including the transport sector, public finance framework, and macroeconomic environment g) Fluency in English is required, as the majority of analytical outputs and development partner communications will be produced in English.
