(1) Vendor needs to provide accelerator research and best practices services to the government authority located in Colorado.– Identify and leverage program design, interagency coordination, and best practices to bridge the gap between state climate and climate resilience programming and local implementation.– Create and define actionable strategies in a final report which includes a framework for an accelerator program, including possible sustainable funding mechanisms and pathways, as informed by research and stakeholder recommendations.– Examine the landscape of state agency climate programs to identify overlapping efforts and opportunities for interagency integration on climate mitigation, adaptation and resilience programs and policies, with the purpose of enhancing outreach, participation, and cost sharing and savings as well as identifying existing misalignments or opportunities for greater alignment.– Best strategies for removing local barriers to implementing climate policies and projects, pulling from local accelerator–funded projects in each accelerator sector.– Task will identify common barriers, participation patterns, and program design considerations in order to inform stakeholder engagement and support the development of practical recommendations for improving local government participation in State climate initiatives.– Accelerator interagency coordination.– Peer state climate program review.– Provide a comprehensive evaluation of peer state programs, focusing on governance, funding, and messaging.(2) All questions must be submitted no later than July 17, 2026.(3) The contract period will be for two years.
