DRA-11996 - USA (San Francisco, California) - Cost Recovery and Containment Study Services - Deadline December 2,2026

(1) Vendor needs to provide cost recovery and containment study services to the government authority located in San Francisco, CA.– Study is to review the current cost recovery and allocation plan, to include the district’s current activities, programs, headquarters building, vehicles, and other current indirect costs.– Compare, ensure the accuracy, and validate the allocation of permit–related program activities to the associated revenues received from permit funding sources, through an evaluation of existing methods and models.– Review of labor expenditures and identification of cost containment opportunities.– Reviewing, confirming, and recommending adjustments to the timekeeping billing codes.– Reviewing eligible indirect programs and recommend best practices to identify indirect program expenditures that can appropriately be included in the cost recovery model.– Review timekeeping records, expenditures, and revenue and expense data modeling.– Reviewing the existing cost allocation procedure and assumptions for correctness and make improvement recommendations where appropriate.– Researching and comparing other government agencies cost recovery strategies and their successfulness.– Review the permitting and compliance system and the day force timekeeping system for efficiency opportunities.– Propose permit fee schedule full cost recovery strategy and timeline.– Evaluation of opportunities to provide fee relief to small businesses.(2) All questions must be submitted no later than November 13, 2026.(3) The contract period will be for one year.
