Sponsored Research Finance Operations Assessment, Remediation, and Transformation Consulting Services

The purpose of this solicitation is to obtain qualified professional consulting services to: - Rebuild and stabilize sponsored research finance operations and restore internal controls; - Identify, quantify, and support recovery of unbilled and uncollected sponsored revenue and reduce aged, unreconciled balances; - Bring sponsored research financial operations into compliance with State of North Carolina requirements, Governing Board policy, Uniform Guidance, and applicable audit findings, and protect the University's delegated authority to manage federal and state awards; - Establish sustainable processes, documented procedures, and a trained internal staff capable of independently operating and maintaining the function going forward; and - Deliver a validated, evidence-based assessment of current operations and a prioritized, sequenced roadmap of corrective and transformational actions.
