(1) Vendor needs to provide design and development of the research security toolkit. • The Research Security Risk Assessment Guide– Contractor will develop an actionable, facilitated guide that helps an office identify, rate, and respond to research security risks.• The Research Security Program Starter Kit – Contractor will develop two complementary resources that help research security programs worldwide establish and operate a research security program.• Model Template and Workflow Library, which are to be developed together as one coherent, cross–referenced tool.(2) All questions must be submitted no later than August 12, 2026.
