(1) Vendor needs to provide statewide co–op program service to the government authority located in Wilmington, DE. – Program Administration:• Serve as the primary statewide coordinator for the program.• Develop and maintain partnerships with colleges, universities, employers, business organizations, chambers of commerce, and other workforce partners.• Develop operational policies, procedures, and program guidance necessary for successful implementation.– Student Recruitment and Case Management:• Recruit eligible students in partnership with participating institutions of higher education.• Conduct assessments to determine participant readiness and suitability for cooperative education placements.– Employer Engagement and Business Development:• Recruiting employers throughout all three counties.• Engaging businesses representing high–demand and emerging industry sectors.– Higher Education Coordination:• Coordinate recruitment and outreach activities.• Support participating institutions in awarding academic credit, where applicable.– Data Collection and Performance Reporting:• Enter participant activities, eligibility documentation, assessments, work experience information, credentials, academic credit attainment, employment outcomes, and required case notes.(2) The contract period will be for one year. (3) Pre–bid mandatory meeting will be held on August 11, 2026. (4) All the questions must be submitted no later than August 14, 2026.
