THE DEMOCRATIC SOCIALIST REPUBLIC OF SRI LANKA Ministry of Agriculture, Livestock, Land and Irrigation Climate Resilience Multiphase Programmatic Approach (CResMPA) Request for Bids – Goods (Two-Envelope Bidding Process) Country: Sri Lanka Name of Project: Climate Resilience Multi-Phase Programmatic Approach Contract Title: Supply, Deployment, Commissioning, Maintenance, and Operational Support of Metocean Mooring Buoy for the Department of Meteorology, Sri Lanka Loan No: IBRD-89960 RFB Reference No.: SLMOI/CRES/DOM/G/ICB/120 The Democratic Socialist Republic of Sri Lanka has received financing from the World Bank toward the cost of the Climate Resilience Multiphase Programmatic Approach (CResMPA) and intends to apply part of the proceeds toward payments under the contract[1]for Procurement of Metocean Mooring Buoy . “For this contract, the Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit.” 2. The Chairperson, Project Procurement Committee now invites sealed Bids from eligible Bidders for Supply, Deployment, Commissioning, Maintenance, and Operational Support of Metocean Mooring Buoy for the Department of Meteorology, Sri Lanka , shall complete at a proposed location considering various environmental, safety, and operational aspects within 03 months from the date contract singed. Margin of preference shall not apply . 3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” 7th edition September 2025 (“Procurement Regulations”) and is open to all eligible Bidders as defined in the Procurement Regulations. Bidder must meet the following minimum qualification criteria General Experience: The Bidder shall have been actively engaged, in its own name, in the business of supplying, installing, and maintaining oceanographic, marine meteorological, or marine environmental monitoring equipment for at least fifteen (15) years preceding the bid submission date. Specific Experience: The Bidder shall have completed at least two (2) contracts in the last fifteen (15) years, each involving the supply, installation, and commissioning of metocean mooring buoys or similar marine monitoring platforms (e.g. wave-rider buoys) in WMO-member countries, and each with a minimum contract value of not less than USD 1 million /LKR 340 million (or equivalent). Manufacturer’s Experience: The Manufacturer of the buoy system must have at least fifteen (15) years of continuous experience in the design and manufacture of metocean mooring buoys for marine meteorological and oceanographic observational purposes. Average Annual Turnover: Minimum required Average Annual Turnover over the last three (3) years shall be USD 1.92 million or LKR 652.8 millon Liquid Assets or Working Capital: Minimum amount of liquid assets or credit facilities net of other contractual commitments shall be USD 430,000.00 or LKR 146,200,000.00 5. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 60 % for the technical part and 4 0 % for the total bid cost 6. Interested eligible Bidders may obtain further information from Project Director, Climate Resilience Multi-Phase Programmatic Approach and e-mail pdcresmpa@gmail.com of officer in charge and inspect the bidding document during office hours 9.00 am to 3.00 pm (SL local time) at the address given below or may be downloaded and reviewed from https://promise.lk/ and https://meteo.gov.lk/ websites only for reference purpose. 7. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of LKR 55,000.00 or in a convertible currency in Sri Lanka from July 22, 2026 between 9.00 am to 3.00 pm (SL local time) on any working day. The method of payment will be cash. 8. Bids must be delivered to the address below on or before September 04, 2026 at 2.30 p.m . Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on September 04, 2026 at 2.30 p.m . All envelopes marked “SECOND ENVELOPE: FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the public opening of Financial Proposals. 9. All Bids must be accompanied by a Bid Security of LKR 4,352,000.00 / USD 12,800.00 or an equivalent amount in a freely convertible currency in Sri Lanka in the form of Bank Guarantee. 10. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 11. A Pre-Bid Meeting will be arranged at 10:30 a.m. on July 31, 2026 in the Conference Room at the address given below. 12.
