(1) Vendor needs to provide jail efficiency study services to the government authority located in Everett, WA.– Jail command staff and line staff.– Labor representatives.– County administration and budget staff.– Criminal justice partners (courts, prosecutors, defense, law enforcement).– Representatives from contracting municipalities, as appropriate.– Administration:– Dedicated finance manager for the jail.– Financial performance, expenditure and cost drivers.– Operations:– Intake, housing, classification, transportation and release processes.– Jail operations, policies, procedures, and workflows.– Staffing model:– Staffing models, deployment practices, overtime utilization, and workforce considerations (including opportunities to trade contracted services for county employees).– Medical services:– Medical, behavioural health, and other contract services (including internal and external providers).– Potential cost recovery optimization related to health insurance.(2) All the questions must be submitted no later than August 5, 2026.(3) The contract period will be for one year.
