Consultant to prepare the development roadmap for DEM — Climate Resilient Water Services Project

Project Implementation Unit Climate Resilient Water Services Project (CRWSP) within the Water Resources Service under the Ministry of Water Resources, Agriculture and Processing Industry of the Kyrgyz Republic the Short-term Consultant for Development of a Country-level Soil and Surface Water Quality Monitoring Roadmap for the Department of Environmental Monitoring under the Ministry of Natural Resources, Ecology, and Technical Supervision of the Kyrgyz Republic Minimum qualification requirements: Higher education in ecology, chemistry, hydrology, or related disciplines (an advanced degree will be an advantage); At least 10 years of experience in environmental monitoring, environmental protection, or natural resource management, of which at least 5 years must be in managerial or expert positions (in government agencies, research institutes, or development projects); Deep knowledge of the national legislation of the KR in environmental protection and environmental monitoring, as well as an understanding of key international standards and requirements (ISO, EU directives, WB/EDB requirements); Experience in developing strategic documents (concepts, development programs, roadmaps) for government agencies or large organizations; experience interacting with international projects (World Bank, UNDP, GIZ, etc.) will be an advantage; Fluency in Russian and Kyrgyz for report preparation and consultations. Knowledge of English (at the level of reading technical documentation) is an advantage.
