Specific Procurement Notice Request for Bids Plant Design, Supply and Installation (Single Stage Two-envelope Bidding Process, Without Prequalification) Employer: Multan Electric Power Company (MEPCO) Project: Electricity Distribution Efficiency Improvement Project (EDEIP) Contract title: Design, Supply, Installation, Testing & Commissioning of Lot-I: 132kV Grid Stations along with Transmission Lines DG Khan III & Shah Jamal Lot-II: 132kV Grid Stations along with Transmission Lines Khanewal II & Arif Wala II Lot-III: 132kV Grid Stations along with Transmission Lines Layyah-II and Rahim Yar Khan III Country: Pakistan Loan No.: IBRD -9318-PK RFB No: PK –MEPCO – 560389-CW-RFB Issued on: 10August, 2026 1. The Islamic Republic of Pakistan has received financing from the World Bank toward the cost of the Electricity Distribution Efficiency Improvement Project (EDEIP) and intends to apply part of the proceeds toward payments under the multiple contracts for Design, Supply and Installation, Testing of Six Nos. 132kV Grid stations along with Transmission Lines, 9000 Nos. Transformer Monitoring System and 46 Nos. HT feeders: The current Invitation for Bids and bidding is only for the Contract for Design, Supply, Installation, Testing & Commissioning: Lot-I: 132kV Grid Stations along with Transmission Lines DG Khan III & Shah Jamal Lot-II: 132kV Grid Stations along with Transmission Lines Khanewal II & Arif Wala II Lot-III: 132kV Grid Stations along with Transmission Lines Layyah-II and Rahim Yar Khan III The Borrower shall process the payments using the Direct Payment disbursement method, as defined in the World Bank’s Disbursement Guidelines for Investment Project Financing, except for those payments, which the contract provides to be made through letter of credit. 2. The Multan Electric Power Company (MEPCO) now invites sealed Bids from eligible Bidders for Design, Supply, Installation, Testing & Commissioning: Lot-I: 132kV Grid Station DG Khan III, District DG Khan (30° 8'26.45"N 70°40'39.05"E) consisting of new 2 Nos. 132/11kV 13MVA Power Transformers, 02 Nos. 132kV Transformer Bays, 02 Nos. 132kV Lines Bays and 01 No PT Bay along with 0.5 Km, D/C ACSR Lynx 132kV I/O 500KV DG Khan-132KV Shah Sadardin Transmission Line & 132kV Grid Station Shah Jamal Muzaffargarh District (29°57'20.35"N, 70°58'58.03"E) consisting of new 1 No. 132/11kV 1x40MVA Power Transformers, 01 No. 132kV Transformer Bay, 02 Nos 132kV Lines Bays and 01 No PT Bay along with 14Km, D/C ACSR Lynx F/F 132kV Shah Jamal, I/O 220kV MuzafarGarh-132kV DG Khan Transmission Line. Required completion period is 12 months. Minimum average annual turnover requirement is Fourteen (14) million US$. The cash-flow requirement is two million and three hundred thousand (2.3 million) US$. Experience in High Voltage Substations 110 kV or above under contracts in the role of contractor, joint venture member or management contractor for at least five (5) years starting 1st January 2021. Lot-2: 132kV Grid Station Khanewal II District Khanewal (30°15'45.84"N, 71°55'7.21"E) consisting of new 2 Nos. 132/11kV 40MVA Power Transformers, 02 Nos 132kV Transformer Bays, 02 Nos 132kV Lines Bays and 01 No PT Bay along with 01Km, D/C ACSR Lynx I/O 132kV NGPS - Khanewal Transmission Line & 132kV Grid Station Arif Wala II District Pakpatan (30°17'3.33"N, 73° 2'27.46"E) consisting of new 2 Nos. 132/11kV 40MVA Power Transformers, 02 Nos 132kV Transformer Bays, 02 Nos 132kV Lines Bays and 01 No PT Bay along with 01 Km, D/C ACSR Rail I/O 132kV Qabula- Arifwala Transmission Line. Required completion period is 12 months. Minimum average annual turnover requirement is Fifteen (15) million US$. The cash-flow requirement is Two million and five hundred thousand (2.5 million) US$. Experience in High Voltage Substations 110 kV or above under contracts in the role of contractor, joint venture member or management contractor for at least five (5) years starting 1st January 2021. Lot-III 132kV Grid Station Layyah II District Layyah (30°57'28.11"N, 70°58'57.22"E) consisting of new 2 Nos. 132/11kV 40MVA Power Transformers, 02 Nos 132kV Transformer Bays, 02 Nos 132kV Lines Bays and 01 No PT Bay along with 0.5 Km, D/C ACSR Rail I/O 132kV Kot Addu - Layyah Transmission Line, & 132kV Grid Station Rahim Yar Khan III District Rahim Yar Khan (28°33'20.53"N, 70°16'39.43"E) consisting of new 2 Nos. 132/11kV 40MVA Power Transformers, 02 Nos 132kV Transformer Bays, 02 Nos 132kV Lines Bays and 01 No PT Bay along with 4.6Km, D/C ACSR Rail I/O 132kV RYK Industrial Estate- R.Y. Khan New Transmission Line Required completion period is 12 months. Minimum average annual turnover requirement is Seventeen (17) million US$. The cash-flow requirement is Two million and eight hundred thousand (2.8 million) US$. Experience in High Voltage Substations 110 kV or above under contracts in the role of contractor, joint venture member or management contractor for at least five (5) years starting 1st January 2021. 3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers dated September 2023 & February 2025 and is open to all eligible Bidders as defined in the Procurement Regulations. 4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The following weightings shall apply for Rated Criteria (including technical and non-price factors): 30 %. and for Bid cost: 70 %. 5. Interested eligible Bidders may obtain further information from the office of Chief Engineer (Development) PMU MEPCO Multan and inspect the bidding document during office hours i.e. 08:00Hrs to 16:00 Hrs. at the address given below (see No. 10). 6. The eligible Bidders may download the Bidding Document in English at no cost from the websites: www.mepco.com.pk . Bidders opting to download the Bidding Documents from the stated website shall inform MEPCO, in writing at the address given below failing which MEPCO shall not be responsible if they do not receive clarifications and amendments, if any. The documents can also be collected free of cost in person or can be sent by courier services for an additional amount of Rs.2000/- for domestic delivery and US$90 or equivalents for international delivery. No liability will be accepted for loss or late delivery of the documents” 7. Bids must be delivered to the address below (see No.10) on or before 11:00Hrs, 23September, 2026. Electronic bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below (see no. 10) on 23 September, 2026 at 11:00Hrs. All envelopes marked “FINANCIAL PART” shall remain unopened and will be held in safe custody of the Employer until the second public Bid opening. 8. All Bids must be accompanied by a Bid-Securing Declaration. 9. Attention is drawn to the Procurement Regulations requiring the Borrower to disclose information on the successful bidder’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the bidding document. 10.
