(1) Vendor needs to provide GIS strategic plan development service to the government authority located in Goldsboro, NC.  – Develop a comprehensive Geographic Information Systems (GIS) Strategic Plan.– This plan will serve as a roadmap for the city's GIS initiatives, technology investments, and organizational capabilities over the next five years.– Current–state assessment of existing GIS infrastructure, systems, datasets, and organizational capabilities– Stakeholder engagement and documentation of departmental GIS needs and objectives– Strategic vision and goals aligned with city priorities– Technology and architecture recommendations– Data governance, standards, and management recommendations– Systems integration and application recommendations– Workforce development and training strategy– Phased implementation roadmap covering five fiscal years– Governance framework and performance monitoring mechanisms
