(1) Vendor needs to provide enabling policies consultancy services to the government authority located in Arlington, VA.• Provide a consultant to explore the enabling conditions to establish biodiversity– or nature–gain markets: market arrangements that deliver absolute gains, in addition to outcomes linked to a specific development impact.• Their development depends on policies that create credible demand, support high–integrity supply, protect rights and safeguards, and enable transparent transactions to deliver upon national and regional biodiversity priorities.• The concept of biodiversity–gain objective is distinct from no net loss and net gain requirements applied to the biodiversity impacts of an individual development.• No net loss seeks to balance significant residual losses after application of the mitigation hierarchy; net gain requires the overall outcome to exceed those residual losses• Both are impact–accounting objectives within compensation or offset regimes• The assignment will be directionally aligned with emerging international thinking on high–integrity nature markets while providing a distinct, applied contribution for governments focused upon how nature or biodiversity gain markets can be established• The work will assess the enabling conditions governments need to develop credible biodiversity– or nature–gain markets• These may include for example a clear public–policy purpose; legal recognition and permitted use cases; institutional mandates and coordination; spatial prioritisation; standards, metrics, monitoring and verification; traceability; claims and disclosure rules; rights, safeguards and benefit–sharing; project finance and long–term stewardship; and proportionate market infrastructure.• The assignment will also assess policy options for creating durable demand for verified biodiversity gains. – Options may include regulated compensation, separate contribution requirements, public procurement and results–based purchasing, fiscal incentives, disclosure and claims rules, sector regulation, investment linked to landscape or supply–chain dependencies, anchor–buyer arrangements, advance market commitments and blended finance.(2) The contract period will be for one year.(3) All the questions must be submitted no later than November 10, 2026.(4) Pre–bid meeting will be held on November 15, 2026.
