(1) Vendor needs to provide fraud, waste and abuse internal control assessment, design and implementation services to the government authority located in Honolulu, HI. – Identify and evaluate specific fraud risks across key county operating processes.– Assess the design and operating effectiveness of internal controls.– Recommend risk–based enhancements to strengthen fraud prevention, detection, and response, including development of controls, policies and procedures to mitigate fraud, waste and abuse.– Fraud risk assessment:– Fraud Risk Identification – Review processes, interviews, data, and historical incidents to identify inherent fraud risks (financial, operations, cyber, procurement, payroll, etc).– Fraud scheme analysis – map potential schemes to processes (asset misappropriation, corruption, financial reporting fraud).– Control Mapping – Identify existing controls mitigating each fraud risk.– Gap Analysis – Highlight areas with insufficient or missing controls, policies or procedures.– Internal control assessment:– Control design review – evaluate whether controls are appropriately designed to prevent or detect fraud.– Operating Effectiveness Testing – Sample–based testing of key controls.– Process walkthroughs – document workflows, handoffs, and control points.– Segregation of duties analysis – identify conflicts and high–risk access combinations.(2) All the questions must be submitted no later than August 1, 2026.
