(1) Vendor needs to provide professional asset scan services to the government authority located in Nebraska.– Project will systematically identify and prioritize transportation assets in the metropolitan area best suited for innovative finance mechanisms, including transportation infrastructure finance and innovation act credit assistance and public–private partnerships.– Comprehensive asset scan with preliminary financial viability assessments for all ten selected projects, creating a data–driven framework for building a sustainable pipeline of infrastructure investments.– Develop a comprehensive screening matrix based on criteria such as project size, scope, revenue potential, and alignment with state and federal goals.– Feasibility and financial viability assessment.– Develop a final prioritized project portfolio with detailed recommendations for innovative finance implementation.– Develop a comprehensive public engagement strategy to communicate project goals, progress, and findings.(2) All questions must be submitted no later than August 17, 2026.
