(1) Vendor needs to provide compensation study service to the government authority located in Chicago, IL.– The primary objectives of the updated compensation study include:• Ensuring the agency’s compensation system is aligned with comparable public housing agenciesand relevant municipal or government labor markets.• Establishing internal equity across job families• Reviewing classification structures to ensure consistency and fairness.• Updating pay ranges, salary grades, and job groupings to reflect current market realities.• Providing clear, compliant recommendations that support budgeting, collective bargainingcontexts, and public accountability.A. Project Initiation & Data Collection• Conduct kick–off meeting with Human Resources and leadership.• Review the 2022 compensation study, current pay plans, job descriptions, and organizational charts.• Identify appropriate benchmarks from peer agency (similarly sized, geographically relevant, or similarly structured) local government agencies, and for some positions, other market benchmarks.• Collect internal salary, classification, and staffing data.B. Market Analysis• Conduct a public–sector focused market analysis using reputable salary surveys, agency–specific data sources, regional government labor data, and industry associations agency.• Develop market benchmarks for all designated agency positions.• Provide analysis of agency competitiveness at target percentiles relevant to the public–sector labormarket.C. Internal Equity Assessment• Conduct internal equity analysis across departments and job families.• Identify pay compression, inversion, and inconsistencies in classification.D. Classification & Structure Review• Review the current classification system for clarity, consistency, and compliance with public–sectorstandards.• Offer recommendations on job families, promotional pathways, and standardized titling.• Recommend updates to salary grades, career bands, or step plans, ensuring they supporttransparency and consistency.(2) The contract period will be for one year.
