(1) Vendor needs to provide federal research strategy and business development consulting services to assist the University in identifying relevant federal opportunities, evaluating strategic alignment, developing external partnerships, and improving its readiness to pursue competitive funding and other federally supported activities.- Monitor and identify federal programs, initiatives, solicitations, and partnership opportunities relevant to University priorities.- Assess potential opportunities based on strategic alignment, eligibility, timing, resource requirements, competitiveness, and potential return to the University– Strategy and Positioning- Recommend near–term and longer–term priorities based on the University's capabilities, institutional goals, and available resources.- Advise on early positioning for anticipated federal programs and projects.– Partnerships and Engagement- Identify potential partners, including universities, federal laboratories, industry participants, non–profit organizations, and public entities.- Recommend teaming approaches, facilitate introductions, and support relationship building when appropriate and authorized by the University– Concept and Proposal Advisory Support- Provide strategic review and advice on concepts, white papers, presentations, and other materials for alignment with identified opportunities.- Advise on competitive positioning, team composition, management approach, and responsiveness to solicitation requirements.(2) All question must be submitted no later than October 16, 2026.
