(1) Vendor needs to provide web–based compliance software.– Compliance oversight involves complex data tracking and reporting across multiple systems, creating the need for a modernized, integrated compliance monitoring software solution to enhance efficiency, accuracy, and transparency.– Vendors to procure an integrated, user–friendly compliance monitoring software solution capable of managing all MBE/WBE/VBE/SBE program activities within a single platform.– System should streamline data collection, automate goal tracking, and improve transparency, reporting, and overall efficiency.– ERP (SAP) ECC 6.0/EHP4 on Microsoft SQL server in a virtualized windows platform supporting finance, materials management, human resources, funds management, and corporate finance management modules.– Most personnel use desktop and laptop devices running Windows 11 (64–bit).– Non–ERP (SAP) systems including ESRI Geographic Information System (GIS), Laboratory Management System (LIMS), Maintenance Management System (MMS), and Pre–Treatment Information Management System (iPACS), Industry Safety, and Sigma.– High level functional requirements:– Replace manual payment report collection with electronic prime and subcontractor reporting.– Manage vendor certification from application through approval or denial, including code categorization.– Track compliance reviews, prompt payment compliance, and apprentice hour requirements.– Provide a Unified Vendor Profile consolidating all data relevant to each vendor.– Manage and track Technical Assistance participation, registrations, and long–term results.– Deliver interactive dashboards and real–time reporting for staff, management, and public audiences.– Support contract closeout reporting to document goal attainment and compliance outcomes.(2) Pre–bid meeting will be held on November 18, 2026.
