(1) Vendor needs to provide comprehensive intelligent transportation systems, electrical and traffic engineering services on an on–call and on–site basis to the government authority located in Baltimore, MD. – Services may include preliminary engineering, final design, and construction‐phase support for Intelligent Transportation Systems (ITS), electrical systems, traffic engineering, and related disciplines. – Support projects involving tolling infrastructure, fiber optic and communications systems, dynamic message signs (DMS), closed–circuit television (CCTV) systems, advanced traffic management systems (ATMS), intelligent transportation systems integration, roadway and tunnel lighting systems, power distribution systems, backup power systems, connected and automated vehicle infrastructure, electric vehicle charging infrastructure, temporary traffic management systems.• Provide the resources and expertise needed to provide architectural and engineering services:– Provide preliminary design services including site inspections, as–built reviews, technical recommendations, and preliminary cost estimates and constructability reviews– Prepare plans, specifications, and complete contract documents in accordance with applicable codes, standards, and MDTA direction.– Prepare engineering alternatives analyses, system availability evaluations, feasibility studies, alternative analysis and life–cycle cost analyses, and utility conflict/coordination considerations for ITS and electrical systems.– Provide construction phase (Phase V) engineering design support including submittal, shop drawing, and catalog cut reviews and risk assessments.– Review, analyze, and comment on design documents, policy documents, and contractor–submitted detailed design packages.– Support design–build, progressive design–build, and alternative delivery procurement initiatives.– Inspect ITS, electrical, and communication equipment including hardware, software, device configurations, and network components.– Review operation manuals, guidelines, procedures for compliance and support system testing and commissioning, system integration, and operational readiness activities.(2) All the questions must be submitted no later than September 4, 2026.
