W911YU25QA027, Single Award Master BPA Equipment Calibration and Repair Services, Guam National Guard, Barrigada, Guam, Amendment 0001.This amendment corrects the Instructions to Offerors to change the method of quotation submission from email only to PIEE Solicitation Module. Contractors shall complete boxes #8 and #15 of the SF30, and include with their quotation. Required documents include: (1) Instructions to Offerors - SIGNED; (2) Price Proposal; (3) Technical capabilities statement; and (4) SF30. Notice to Offeror(s): Funds are presently available for this effort. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Products and Commercial Services, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number is W911YU-25-Q-A027. This solicitation is issued as a Request for Quotation (RFQ.) The solicitation document and incorporated provisions/clauses are those in effect through the Federal Acquisition Circular (FAC) 2025-03 (11 June 2025), Defense Federal Acquisition Regulation Supplement Change 17 January 2025, and Service Contract Act Wage Determination #2015-5693, Revision #23.The United States Property and Fiscal Office (USPFO) for Guam, Purchasing and Contracting Division, seeks to enter into a Single Award Master Blanket Purchase Agreement (BPA) for Equipment Calibration and Repair Services in support of GUARNG Medical Detachment (MEDDET) within the Territory of Guam. The total of the BPA Calls (individual orders for services) placed against each master BPA shall not exceed $250,000.00. The maximum limit for any individual BPA Call shall not exceed $25,000.00. There is no guaranteed minimum. A BPA is an agreement, not a contract or purchase order. It is like a charge account that sets forth terms and conditions prior to an actual purchase. The Government is not obligated to purchase any definite amount under this BPA. If need arises, an authorized representative of the Government may issue an order following the procedures outlined in the BPA. If the BPA holder accepts the order, then a binding contract between the Government and BPA holder will exist for the specific order. GUARNG will have one (1) vendor to support this requirement. Calls/order will be issued on a twelve (12) month basis for GUARNG as request by email. Failure to provide responses in a timely manner may result it being determined non-responsive. The Government may on-ramp and off-ramp Contractors at any point determined to be in the Best Interest of the Government.
