AH-64 Apache Insulation, Thermal

This Sources Sought Notice is to research the number of large and small businesses capable and interested in this prospective procurement. The United States Government (USG) Army Contracting Command ’ Redstone Arsenal (ACC-RSA) is seeking qualified sources to provide spares for the AH-64 Apache, Insulation, Thermal. The Insulation, Thermal is used to protect surrounding structures and systems from heat generated by nearby equipment or environmental exposure. This acquisition is anticipated to be awarded in accordance with (IAW) Federal Acquisition Regulation (FAR) 15, Contracting by Negotiation. The resulting contract is anticipated to be a Firm-Fixed Price (FFP), Indefinite Delivery Indefinite Quantity (IDIQ) contract with 60 month base contract period of performance. FAR Clause 52.217-8, “Option to Extend Services’ will be incorporated to allow for a contract extension of up to six months. The technical data and data rights required for the Insulation, Thermal are unavailable to the Government. Thermal Structures, Inc. and Boeing are the only vendors with the required proprietary technical data to manufacture this part. Interested offerors responding to this notice must demonstrate that they have access to the technical data and data rights or how the requirements can be met without having this data and without incurring significant additional costs and schedule risk. This notice does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This notice does not commit the United States Government (USG) to contract for any supply or service whatsoever. There is no reimbursement for any costs associated with providing information in response to this notice or any follow-up information requests. All costs associated with responding to this notice are solely at the responding party’s expense. Not responding to this notice does not preclude participation in any future RFP. Responses to this notice are not offers and acceptance of responses does not constitute a binding contract with the USG.
