Special Notice Special Notice Page 3 of 3 *= Required Field Special Notice Page 1 of 3 The Department of Veterans Affairs, VA Caribbean Healthcare System (VACHS), Network Contracting Office 8 (NCO-8) intends to negotiate a single-source procurement to TRANE U.S. dba Trane Technologies Puerto Rico, who is the only equipment manufacturer (OEM) authorized distributor and service representative for the geographical area in which the equipment to be serviced is located (San Juan, Puerto Rico). The proposed services contract is for Maintenance and Repair of Building Automation System (BAS) and components, for a period of performance consisting of a base period of twelve months, plus four one-year option periods. The applicable NAICS code for this acquisition is 238220 with a business size standard of $19.0 Million and PSC/FSC J041. The proposed contract is for services for which the Government intends to negotiate with only one source under the Authority of Revolutionary FAR Overhaul (RFO) 12.201-1 Simplified Procedures, and RFO 6.103-1(a). This is a notice of intent to award a single-source procurement action and is not a request for competitive quotes. No solicitation package is available. Firms that want to challenge the single source must provide clear and convincing evidence of their capability to deliver the services at their specific location and demonstrate that competition would be advantageous to the Government. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government.
