Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12. This announcement constitutes the only solicitation. Quotations are being requested and a separate written solicitation will not be issued. Solicitation number 1232SA26Q0363 is issued as a Request for Quotation (RFQ) for boiler replacements at the San Joaquin Valley Agricultural Sciences Center in Parlier, California. This acquisition is set-aside for small business concerns. The applicable North American Industry Classification Standard Code is 238220. The small business size standard is $19.0 million. This acquisition is a Total Small Business Set-Aside. All responsible sources may submit a quotation which will be considered by the agency. Organized site visits have been scheduled for April 1, 2026 at 1:00 PM Pacific Daylight Time (PDT) and April 2, 2026 at 9:00 AM PDT. The same information will be provided at both site visits, so offerors only need to attend one. Contractors wishing to attend the site visit must RSVP by emailing josh.dobereiner@usda.gov by March 31, 2026 at 4:00 PM PDT with the names of attendees, company they are with, and company(s) they are representing. A Government issued photo ID is required for attendance. The site visit will be held for the purpose of providing contractors with the opportunity to familiarize themselves with the site, which may be helpful in the preparation of quotes. Attendance at the site visit is not mandatory for quote submission; however, failure to visit the site will not relieve or mitigate the successful contractor’s responsibility and obligation to fully comply with the terms, conditions, and specifications contained and/or referenced in this document. All questions regarding this solicitation must be submitted in writing to the Contracting Officer, Josh Dobereiner, via email to josh.dobereiner@usda.gov. Questions must be submitted no later than 4:00 PM PDT on April 13, 2026. Answers to all questions received by that time will be posted as an amendment to the solicitation. No questions will be answered after this date unless determined to be in the best interest of the Government as deemed by the Contracting Officer. Telephone requests for information will not be accepted or returned. See “SF1442 ’ Solicitation Terms and Conditions’ for applicable clauses, instructions, and evaluation criteria. See “Attachment 1 ’ Statement of Work’ and “Attachment 2 ’ Specifications’ for complete details on the work required. Technical data and supporting documentation associated with this solicitation are included as attachments to this solicitation and can accessed via the “Attachments/Links’ section of the posting: Attachment 1 - Statement of Work Attachment 2 - Specifications Attachment 3 - Wage Determination
