The Reverse Industry Day will provide an opportunity for FED and industry to exchange perspectives, real-world experiences, challenges, and lessons learned related to improving project delivery timelines, controlling costs, enhancing collaboration, and achieving successful project outcomes. Background: USACE FED is exploring innovative acquisition and project delivery approaches to address complex requirements, accelerated schedules, cost pressures, and the need for greater collaboration and flexibility. Building on industry experience with approaches such as Progressive Design-Build (PDB), Construction Manager at Risk (CMAR), and Other Transaction Authority (OTA), FED seeks direct industry feedback to help inform future acquisition strategies and improve project delivery outcomes. Event Objective: This Reverse Industry Day is designed to provide industry with a platform to: Share real-world experiences and lessons learned from innovative and non-traditional acquisition and project delivery approaches. Discuss implementation strategies, challenges, risks, and potential solutions. Offer recommendations and feedback to help inform future FED acquisition strategies and project delivery approaches. Market Intelligence and Industry Insights Agenda: Presentations will be conducted in English only, with slides displayed in both English and Korean. Due to time constraints, interpretation will not be provided during the presentations; however, interpretation will be available during the Q&A and discussion periods. Morning (0900–1215): The Government will provide brief educational presentations on Alternative Delivery Methods (ADMs), including PDB, OTA, industrialized construction methodologies, an overview of real-world technical and acquisition challenges, followed by an open discussion between the Government and industry participants. Lunch (1215–1330): Off-site / On Your Own Afternoon (1330–1530): The Government will present representative future project scenarios. The moderator will facilitate discussions with industry participants on how the approaches discussed during the morning session could be applied to these scenarios. The event will conclude with a networking session. Project 1: Project Title : Renovate Dormitory B-504, Kunsan Air Base Estimated Magnitude : $30M – $36M Project Scope : Comprehensive modernization and repair of a 7-story 288-room facility, GSHP geothermal-to-conventional HVAC conversion (air-cooled chillers/gas boilers/DHW), EIFS envelope repair, and the full CBRN Collective Protection System (CPS) integration and re-certification. Unknown Risks : Latent multi-story conditions/ CPS Air Barrier Integrity/ Supply chain & Theater logistics Project 2: Project Title: ICD-705 Controlled Spaces, MODERNIZATION and SUSTAINMENT, Osan Air Base Estimated Magnitude: $35M – $100M Project Scope : BLDG A -Replacement of Collective Protection System (CPS) from a M49 CPS filter system to a new M98 CPS filter system to include blast doors, seals, relief valves, and electronic control systems and all appurtenances to be compatible with ICD-705 requirements. Replacement of principal features of building HVAC system to be compatible with ICD-705 requirements. Conversion of 2,610 square feet of space to be compatible with ICD-705 requirements. BLDG B - Conversion of 3,700 square feet of space to ICD-705 requirements. 50,000 square feet of sustainment repair of existing office space to include replace and repair fire protection system and fire alarm system; replace and repair Air handling Unit (AHU) and Air-Cooled Condensing Unit (ACCU) system including all associated work; replace bathrooms including all plumbing fixtures. Unknown Risks : Security-Design Approvals/ Restricted work windows and phased construction complexity/ Existing condition uncertainty Project 3: Project Title: SMYU263005 US Space Force Operations Complex, PH2, Osan Air Base Estimated Magnitude : $150M – $170M Project Scope : Construction of a multi-phased, state-of-the-art, secure, continuous (24/7/365) mission-critical operations center to consolidate and advance United States Space Force (USSF) operations in the Indo-Pacific theater. Unknown Risks: Long-lead supply, Workforce availability, Work in Korea under the US-ROK SOFA framework. Formal presentations or written responses are not required. The questions are intended to guide the discussion and encourage the exchange of ideas, experiences, and industry perspectives.
