NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT Department of Veterans Affairs Network Contracting Office (NCO) 7 Central Alabama Veterans Health Care System Notice of Intent to Sole Source The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 7, intends to negotiate and award a sole-source contract to: Bayer HealthCare LLC 1 Bayer Drive Indianola, PA 15051 under the authority of FAR 13.106-1(b)(1), Soliciting from a Single Source. Description of Requirement The Department of Veterans Affairs requires preventive maintenance and repair services for Government-owned Bayer MEDRAD injector systems located at the Central Alabama Veterans Health Care System. The contractor shall provide all labor, travel, preventive maintenance inspections, calibration, proprietary software updates, cybersecurity updates, technical support, replacement of covered components, repair services, and all other services required by the Statement of Work. The anticipated period of performance is: Base Year: October 1, 2026 September 30, 2027 Option Year 1: October 1, 2027 September 30, 2028 Option Year 2: October 1, 2028 September 30, 2029 Sole Source Rationale Market research indicates the required services include manufacturer proprietary software updates, calibration, and maintenance procedures that require Bayer proprietary software and manufacturer-authorized service engineers. Documentation provided by Bayer states that the required software and maintenance tools are available only to Bayer-authorized, trained, and licensed personnel. Accordingly, the Government believes Bayer HealthCare LLC is the only responsible source capable of satisfying the agency s minimum requirements. Responses This notice is not a Request for Quotes (RFQ) or a solicitation. Interested parties may identify their interest and capability to satisfy the Government s requirement by submitting sufficient documentation demonstrating their ability to perform the required services, including authorization to perform proprietary software updates and manufacturer-certified maintenance for the identified Bayer MEDRAD injector systems. Responses must be submitted electronically to: Jessica N. All capability statements received by the closing date will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed action based upon responses received is solely within the discretion of the Government.
