Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with FAR part 12. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Solicitation number N3904026Q3124 is issued as a Request for Quote (RFQ) for the rental of a trailer mounted diesel-powered portable generator with a built in fuel tank, a load bank that is completely self-contained and freestanding, and an isolation transformer that ungrounds the power from the grounded generator in the San Diego, CA area. All equipment specifications are contained withhin the Statement of Work. This acquisition is being solicited under full and open competition. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov. The resulting contract will be a Defense Priorities and Allocations System (DPAS) DO-A3 rated action. NAICS: 532490 (SB Size Standard $40M) PSC: W061 Portsmouth Naval Shipyard seeks to procure this rental in accordance with the specifications outlined in the Statement of Work (SOW). This equipment will be F.O.B Destination with an acceptance location of San Diego, CA. Period of Performances (PoPs): Phase 1: 7/14/26 – 10/5/26 (12 weeks) with an option to extend 10/6/27 – 11/2/26 (4 weeks) Phase 2: 8/31/26 – 6/6/27 (40 weeks) with an option to extend 6/7/27 – 7/4/27 (4 weeks) Phase 3: 5/11/27 – 8/30/27 (16 weeks) with an option to extend 8/31/27 – 9/27/27 (4 weeks) Please be advised: As these PoPs overlap, a minimum of (2) sets of equipment will need to be utilized to fulfill this requirement. Please ensure any quotation submitted has the necessary equipment to comply with the specifications within the SOW and available in a sufficient quantity. See solicitation for a full list of solicitation provisions and contract clauses that apply to this requirement. PORTSMOUTH NSY DET SAN DIEGO, 140 SYLVESTER ROAD BUILDING 633, NAVAL SUBMARINE BASE POINT LOMA, SAN DIEGO, CA 92106-5000 UNITED STATES Please confirm the specific shipyard, pier, dock, or facility where the equipment will be deployed. Same as above. The SOW references providing backup power to a submarine. Could you please advise the name or class of the vessel/submarine that will be supported? Los Angeles class submarine. Please confirm the anticipated rental period and expected start date. This is specified in the Solicitation details as well as the SAM.gov posting. Will the Government provide fuel during operations, or should fuel supply be included in the contractor's scope? Yes, the Government / Project will supply the fuel. Are there any site-specific access, security, escort, or badging requirements that should be considered during pricing? The Government cannot advise on pricing. Delivery is to a controlled space and the driver and technicians will need to gain access to a government facility through routine base access standards. The COR will assist in this and the policy will be provided upon contract award. Please confirm whether the equipment will remain in a fixed location throughout the rental period or if relocation may be required during performance. Fixed location. Since there is limited space, I assume you want the Load bank brought in to test one day and after testing removed soon after? What is the norm for this operation? The COR will schedule the load bank delivery once the generator is in place – and the load bank can leave upon satisfactory testing. Please confirm whether a generator rated at exactly 1,000 kW standby is considered responsive, or whether the 100% load test requirement effectively requires a standby rating above the 1,000 kW minimum to be performed within the rated capacity of the unit. A generator rated at 1000KW is acceptable. The load test should be 100% of the generators rating.
