DEPARTMENT OF VETERANS AFFAIRS VETERANS HEALTH ADMINISTRATION (VHA) NORTHERN ARIZONA VA HEALTH CARE SYSTEM Notice Type: Special Notice Intent to Award a Succeeding Lease NAICS: 531120 Lessors of Nonresidential Buildings PSC: X1EZ Lease/Rental of Other Administrative Facilities and Service Buildings Response Deadline: 6/10/2026 Notice ID: 1. Description of Requirement The Department of Veterans Affairs (VA) currently occupies 9,500 rentable square feet (RSF) of clinic space located at 501 S. Willard St, Cottonwood, AZ 86326, under lease VA258 R 0475, supporting the Cottonwood Community Based Outpatient Clinic (CBOC). The current lease expires October 6, 2026. The VA requires continued occupancy of 9,500 RSF of clinical/medical space for a 10 year lease term, beginning September 30, 2026 to support ongoing healthcare services. 2. Intent to Award a Succeeding Lease In accordance with GSAR 570.402 (Succeeding Leases), the Government intends to negotiate a succeeding lease with the incumbent lessor, Cottonwood Industrial LLC, because: Market research via LoopNet and CoStar identified zero acceptable properties within the delineated area and three in extended areas, none meeting VA requirements. Under GSAR 570.402 4, a cost benefit analysis was not required because no potentially acceptable alternative locations were identified. Anticipated rates from the incumbent have been determined fair and reasonable by the VA Lease Contracting Officer. However, in accordance with public notice requirements, the VA is providing this announcement to ensure any potential alternative locations have the opportunity to respond. 3. Opportunity for Alternative Properties In accordance with GSAR public notice requirements, the VA will consider information received from interested parties capable of offering fully compliant medical/clinic space meeting the following criteria: 9,500 RSF contiguous Available no later than September 30, 2026 Located within the delineated area surrounding Cottonwood, AZ Capable of meeting all VA outpatient clinic requirements Relocation, build out, and other Government costs will be considered when evaluating whether moving to an alternative site is economically advantageous. 4. Submission Requirements Interested parties must provide: Building name and address Proof of site control (owner or authorized agent) Available RSF and floor plan Evidence the property can meet VA clinic space requirements Proposed rental terms Confirmation of availability by September 30, 2026 Submit via email only. 5.
