NAVFAC EXWC has recently awarded a modification to the ongoing research Contract with University of California Santa Cruz (UCSC), which has been determined to represent an out-of-scope change in terms, due in large part to the significant increase represented by the firm-fixed-price agreed upon for supplemental work.
