Beach Nourishment: Brigantine Inlet to Great Egg Harbor Inlet, Brigantine Island, Atlantic County, NJ

Description of Work: Contract work consists of a base bid to place approximately 200,000 cubic yards of beachfill, along the Atlantic Ocean coastline in the City of Brigantine, Atlantic County, New Jersey. The project area encompasses approximately 9,300 feet along the oceanfront of the City of Brigantine. The contract work may also consist of up to 5 separate options. The contract work may also consist of 5 separate options to place additional amounts of beachfill per option, if awarded, in locations within and outside of the Base bid areas. Options 1, 2, 3, 4 and 5, if awarded, will be for quantities of 25,000, 50,000, 75,000, 150,000 and 300,000 cubic yards, respectively. The project work for the Base Bid and Options, if awarded, also may include, in addition to beachfill: the construction or repair of pedestrian, vehicle, and handicap dune crossovers and dune grass planting. The beachfill material for this contract must come from the authorized borrow area, which is shown on the contract drawings, located adjacent to the project, in the vicinity of Brigantine Inlet. The contract duration for construction is 90 calendar days for the base bid work. If exercised, each option will add additional days to the contract as indicated in the table below. The magnitude of this construction project will be between $10,000,000.00 and $25,000,000. The NAICS Code for this project is 237990 and the small business size standard is $39.5 Million. This acquisition will be made using sealed bidding, a single award will be made as a whole, to the lowest priced, responsive bidder determined to be responsible in accordance with FAR Part 14 Procedures. Issue date for the Invitation for Bids (IFB), Solicitation No. W912BU23B0002 is anticipated on or about March 31, 2023, as an unrestricted procurement. The bid opening is projected to be conducted on May 2, 2023 at 11:00 a.m. EST; however, this information is subject to change. Offerors should review the entire solicitation once it is posted. The clauses at FAR 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of the solicitation. Accordingly, bidders are urged to inspect the site where the work will be performed. Bonding will be required; at the time of bid opening, by separate Bid Bonds; and after award but before Notice to Proceed, Performance and Payment Bonds will be required. Any contract awarded from the solicitation will contain Liquidated Damages, FAR 52.211-12 – Liquidated Damages - Construction, the amount will be published with the solicitation. Registration for plans and specifications should be made via SAM Internet homepage and hard copies will not be available. No written or fax requests will be accepted. It is the contractor’s responsibility to monitor SAM for any amendments.
